Private facility licensing and inspection files, 1917-1976.

Pursuant to MGLA c 19, the Dept. of Mental Health fulfills its responsibilities toward mentally ill persons in Massachusetts through a comprehensive program of services and facilities. (It exercised a similar function for the mentally retarded until 1986, when a separate Dept. of Mental Retardation was established.) Pursuant to GL 1921, c 123, s 33 (currently cf. MGLA c 19, s 19 and c 19B, s 15), the department and its predecessors have been authorized annually to license private facilities for the care and treatment of mentally ill, epileptic, and mentally retarded persons, and alcohol and drug abusers. Private facility licensing and inspection files were created by the department's inspector of facilities (also called in the 1960s the director of hospital inspection) and relate to private facilities serving mentally handicapped children and adults, including mentally retarded, autistic, and blind persons.
